Dear Fraser,

I send you herewith a copy of the letter which Mr. Eden sent to the American Ambassador yesterday containing a memorandum giving the various comments and suggestions which arose at our meeting on the 13th October.

I should explain that the following points were left out in order to shorten the document, namely the question of the stationing of the consuls at New Delhi, the restriction of travel in time of war and the future status of Shanghai, since these can be dealt with without reference to the United States Government.

In addition, it was decided to put the point about the Boxer Indemnity in the form of a question, since the treaty does in fact abrogate our rights under the Boxer protocol and we do not wish to get The out of step with the Americans on this point. question whether there will be an exchange of notes on this point will depend on the reply to our question.

I am sending copies of this letter to Costar, Dominions Office; Rumbold, India Office; Annan, Burma office; Monson, Colonial Office; Norman Young, Treasury; Golsby, D.0.T; and Finzi, Ministry of War Transport.
